Foster to adopt- lawyer

I know SRS has money for a lawyer in F2A situations, and our lawyer has said he "honors SRS rates" what I want to know is: does that mean SRS pays up to a certain amount and then you pay the rest, or does that mean the lawyer agrees to do the adoption for no more than the SRS quoted rate? We  are still trying to pay off our last adoption, and we love our lawyer, but if it means there will be a bill, we will have to choose someone local and a little cheaper. thanks!!

It may be state-specific, but we didnt have to pay anything for our adoption. Not a dime of legal fees.

I'm thinking it may be state specific, but in my state, the lawyer agrees to be paid directly from CPS, there is no other fee involved to lawyer, and basically CPS paid the lawyer directly so no money changed hands. It was super easy.
