What are some family-friendly, good schools, affordable neighborhoods in the Baltimore/Annapolis area? Willing to go about 20 miles in radius, probably. Would be looking for a home in the under 275k range (4 bed 2+ bath with basement and garage)

Unless u have time for a short sale or foreclosure...you could def get a house in bmore for that but you would need money for private schools or go the charter route...
I'm not sure about this. Everyone I know with a SFH has a garage. TH's, not so much.
Ditto everything else though. Unfortunately, 275 for what you want may not be possible.

I have to agree with everyone else. You will need to go with a short sale or a townhouse for those prices. Most townhouses in that price range do not have garages. When you start looking at specific areas post some more. Baltimore city is hit and miss for good neighborhoods. The public schools are a little rough.
I suggest that you rent something for a year and scope out all of the areas. If you don't have to have four bedrooms right now you could rent small, save up and buy bigger.
this is extremely neighborhood specific though. I know some of the more 1950s-type neighborhoods don't have garages (although my grandparents live in a 1960 split level in Parkville with a nice garage) but in general, I think garages are pretty common and normal around Baltimore.
OP - I hate to say it, but your request is almost too broad. Yes you can find houses for 275k with 3 or 4 bedrooms and a garage. But probably not in the direct Baltimore-Annapolis corridor and probably not in the best school districts. So you will have to be a bit flexible maybe.
