No, that is WAY too much. I made something very similar for DS as well as a Barney Rubble costume for SO last year for under $10.
ETA: PIPs (not the best). I bought some fleece scrap from a fabric store. The bone was from Party City (bag of 10 or so for $3.50, I think). I made DS's & SO's in one night. They were very simple I bought my Betty costume online since it came with the wig but coule probably have made her dress, too.
I actually would. The amount of time to go to the store to get fabric, then my ability to sew it, then factor in the cost of materials to save what 5$? 10$?. no. I don't think 22$ is a lot of money for a costume.
Last year I spent 50 dollars on fabric and supplies because I was going to make DDs lobster costume. I ran out of time and talent and ended up buying her a 20 dollar butterfly costume at Old Navy. That being said I wouldn't buy that because your kid will be freezing.

$20 doesn't seem that steep to me. If I was penny pinching I might look for something cheaper, but I'd pay a couple extra dollars for the mere convenience of checking it off my to-do list. Also, I don't know how to sew.

It doesn't even look like you'd have to sew if you can find a pair of orange sweats or pants that could be cut. Glue some black pieces on them, get some brown fabric and pin it into a sash.

This. Get some brown fleece (smallest they will let you buy) for the sash so you don't have to sew. I would even use the brown fleece as the spots for the pants. Make the bone out of paper.
Thanks for the ideas everyone, since I have some time, I will look into your suggestions on making it. Also, he won't be freezing- I live in FL- he will be sweating! That's why I hate most costumes- even stores here have those furry, thick animal costumes- my kid would die in that
I agree that you could make it for under $10 even if you don't sew. heck, I have remnants here and could whip that out in 20 minutes. It's a cute idea.

Thanks! I tried finding orange pants/shirts to cut but didn't have any luck.
I did very minimal sewing. I sewed a seam along the side of his skirt, used the same fabric from the sash for the triangles, only sewing small Xs in the middle...just enough to keep them attached. The bone had holes to thread through, so it attached similar to a button. I estimated his waist measurement by using a pair of his pants. I didn't waist time with elastic. The sash helped keep it up and if needed, you could pin to the shoulder of a onesie. I'm confident you could make it. GL!
