In general, centers set their own policies, so they probably could say no even if the state says it's fine.
The center we're looking at (not in NY) is fine with CDs. The director says that they use those big ice cream tubs (you know the round ones with the lids?) for storing dirty ones and parents take it home, empty the dirty ones/rinse the tub out, and bring the tub back the next day. If anything, it's less work for the teachers, as it's less diapers to drag out to the trash can, and it follows the rule about being disposed of in a closed container, etc.
