Kinda sound like they are "building their case" so when they go to the TPR hearing they will have enought evidence to terminate. I wish foster parents had more rights- but unfortunately foster parents have to sit back and wait, for some reason there are a lot of things that go without consequences when it comes to the birth parents. So in order for the DA to build their case they put innocent children at risk. It totally stinks! Living in the limbo where you are waiting is the worst part, espically if you are in it to adopt. I can tell you there are a lot of success stories out there- we adopted our first daughter in may 2011 and are currently in the process of adopting her biological sister who was born in January 2012- so keep praying! The waiting just totally sucks!
