Blood in belly button?

LOs cord fell off a few days ago..it was clean. This morning I changed her diaper and noticed dried blood inside. I googled it, doesnt sound like an emergency. Anyone else have this problem. Looks like I should clean with alcohol. Anyone confirm this with their dr? I don't want to call the after hours for a non emergency. TIA
