Picture, gif, etc people I need you

I am trying to make an image using combined images for my siggy.  What program can I use?  Is there an app for IPad I can use?  I don't have photoshop....help me. This is my Friday night since DH is playing golf and throwing a couple back!

No, I have done those before.  

I am looking to put cowboy hats on some bottles of beer.  If that makes any sense.

Okay, try Picmonkey.com    If you go on my blog (address in siggy) you can see some of my weekly update photos.  some of the little clips of art on the photos are stock from Picmonkey, but some are ones that I made myself.  You can kinda play around with it that way and see if you can manipulate the photos the way you want.  I hope that makes sense.    And, of course, now I'm dying to see these cowboy beers you speak of, so please post when you've got it figured out!!!  lol
