3 month old on eating strike - anyone else?

DS2 has been barely eating for the past week. He both BFs and takes formula (about 50/50 at this point). He was eating every 2-3 hours, up to 6 ounces on the bottle. Now he is going 4-5 hours but only taking an ounce or 2, and not draining the breast when he BFs. He doesn't seem upset, just turns his head aside, won't latch, etc. Sometimes he will just smile - but he won't eat! The main issue us that he is also not sleeping anymore - super short naps (15-20 minutes), up a few times at night...I am assuming because he is hungry, but he still won't eat! By the afternoon he is a nightmare....right now it is 1:40 and he has had 4 ounces total today and taken two 20 minute naps. I don't know what to do, and it is really causing issues with DS1's schedule..anyone else going through this or have ideas? We went to level 2 nipples and it didn't help...
