I already new how to make pinwheels (Thanks to art class in elementary school, and helping out with Vacation Bible School when I was a teen.), and I saw the mobiles on Etsy and figured I could totally make it.
I used the inside of an embroidery hoop (12") and bought some cardstock paper. I already had the ribbon and the thick white thread and the buttons for the center of the pinwheel. So the materials cost me *maybe* $3.
I think there's probably some tutorials if you google it.

Love it! It looks great. I wish I could have a mobile in the nursery, but we have a ceiling fan that is going to be on a lot and I think it would just be blowing all over the place. This looks really good, though -- I'm a big dork for arts & crafts.
We have a ceiling fan too, and the mobile doesnt blow all over the place. We keep it on low, and the pinwheels just spins. Which looks cute.

YES! I spent like, $3 on the entire thing. Suuuuper cheap. And plus I couldnt find a mobile that I actually liked that didnt cost $100.
