silly question about cereal amounts

If a feeding chart for grain says 2-4 tbls twice a day, do you measure out the dry cereal as this amount or after it is mixed with water/milk? After it is mixed there is a lot more in the bowl.

I measure dry. It also depends on how thick you are making it.
