You have to send them a letter. On the letter write "will you be my friend? Check yes or no." your chances are better if you have pretty stationary and dot your i's with hearts.

haha. there is a tab in your profile that reads friends. So I assume that you can add people you want to stay in contact with.

No problem.  It seems to be working for me.  Try signing out and back in again.
