Aplix wears out. You can replace it, or convert to snaps. I would go snaps because diaper laundry is so much nicer without long chains of diapers stuck together and the velcro snagging everything. Also, snaps are trickier for little fingers to rip off
Try cleaning the hooks, first. Get in there with a seam ripper or a cat brush (the slicker kind works well) and try to get any fuzz and threads out. Then run them through the dryer on high for 10 minutes to try to recurl the hooks.
If that doesn't work, you can buy BG refresher kits for around a dollar, or you can buy just the hooks from a place like this, or you can snap convert (but I hate snaps. I just do.)
I figured they would wear out after a while, but not this fast. DS is only 10 weeks old and the cover became an issue weeks ago! I think we'll just stick with snaps from now on...

If it's that new, I'd try for a warranty replacement.
Mine have been in heavy use for 8 months AND they're cheapass Kawaiis.
