BOB Stroller Strides

Looking at buying one of these.  One of the reviewers on Amazon said she had her infant strapped in and her toddler on the front.  What is she talking about?  Is it made so that you can get two kids in it?   I know I've seen a stroller that would seat two back to back that was a jogging stroller but unsure of the brand.  I'd like to know what it was so I could compare the two.
