I would say move ahead with your plans for the next larger set of diapers. Sounds like you need more absorbency to me. It probably wouldn't hurt to strip, but prefolds aren't usually as prone to repelling unless you're using a lot of diaper rash cream or something. You may only need larger prefolds at this point and not necessarily new covers. At around that weight I found some used medium prefolds that someone had surged to a bit shorter length and they worked well. We weren't exclusively in prefolds though.
