My baby girl will be 3 months old this Valentines day! The problem she has is that she is constantly spitting up or eating. She is never content for very long and acts as if she is uncomfortable/in pain. She is gaining weight normally but I feel that something is not right because she soaks thru numerous bibs and outfits, including soaking my outfits as well thru out the day. I have tried several formulas including a soy based formula. I have been given advice to give her watered down cow's milk, or give her gripe water, or to keep her on the current formula for a month. I need some advice as to what you would do or have done!

DON'T give her cow's milk! It is NOT good for babies to have cow's milk - who the hell is giving you that advice?
She could have reflux - talk to your doctor about that and see if you can get on some meds (Zantac has worked well for us). In the meantime, burp her well after each feeding and try to keep her upright for a little while after each feeding. Also, try feeding her smaller amounts more often.
Do not give milk! It is not nutritionally sound for an infant, their GI tracts don't handle it well and it could cause her to develop an allergy in the future.
Are you keeping your DD upright for 30+ minutes after feeding?
Some babies are happy spitters (my first was). This is where they spit up frequently, but do not act like they are uncomfortable or in pain. She could have reflux and/or a milk/soy protein allergy. I would call your pedi describe the symptoms and see what they say. We have been dealing with reflux and a milk/soy allergy since DD#2 was 2 weeks old. It is a frustrating roller coaster trying to get her comfortable. Good luck!

This is what we went through with my oldest son, and he had to be on hypoallergenic formula. Once we made the switch, it was like night and day difference, he was content and happy. If she isn't tolerating the formula, that could be causing the tummy issues, and you might need even need to be on medicine for reflux.
I'd probably try Alimentum or Nutramigen. Some babies just don't tolerate regular formulas.
