I've only known one guy named Cecil, a customer at work who was middle aged and came into the store every single day. We had a nickname for him, Cecil the Diesel, just because it rhymed.

I don't really like it, but the only Cecil I know is that doctor who used his own sperm to impregnate a bunch of his patients.

Definitely a boy's name. Cecilia/Cecily come from Cecil (which is generally pronounced Ceh-cil, not Cee-cil).
