graphics ladies- question for ya

I've got power point, photoshop elements and a free version of publisher (that will expire next week).  I want to make some fun favor tag-like things for the hostesses for my baby shower.  You know the ones that are all cutsey w/ mixed fonts/colors and cool spacing (kinda like subway art) that are all over etsy and p i n t e r e s t right now?  Which program would be the most idiot-proof for me?  I have absolutely NO idea what I'm doing when it comes to this stuff, so I want to know which would have the easiest learning curve.

I'd also love to use the same technique for some quotes or verses to frame in the baby's room...and one day to make our own Christmas cards/invites/etc - but I need to take baby steps.  Any advice is appreciated!

Powerpoint would probably be the easiest, but I'm not sure it would be able to do everything you want to do. Publisher next, then Photoshop. Although I've never used Photoshop Elements... it might be easier to pick up than the regular Photoshop.
