Ive been feeling flutters since about 13 weeks, and some actual kicks for a few days now. They still seem to be felt not quite every day, more like every other, so, at what point should they be every day, and at what point should I do kick counts?

Not until like 28 weeks.
At any rate, I've only seen them recommended for the 3rd tri.

My doctor never had me do them with DD. Said they were old school and are rarely done anymore because they don't really prove anything. She said starting in the 3rd trimester they want you to feel movement everyday, if you don't, change things up (drink water, lay down, etc) and see if you do. Babies all move during different parts of the day, telling your baby they have to kick when you want them to is not usually important.
Also in the beginning when you first feel kicks, they can be very inconsistent. You may feel it one day and then skip 3-4 days before feeling them again.
My mw mentioned that at around 28 weeks you should feel the baby move consistently everyday. If you feel concerned, monitor movement and you should feel 10 movements in 2 hours. She mentioned that as the baby gets bigger and runs out of room, that the movements can sometimes decrease in strength. It becomes a rolling or a sretching . . . these count.
I think at the point where you are now, you do not need to worry. I am a FTM and I didn't really feel LO until 20 weeks. I now feel the little bugger everyday. Almost 10 movements in 15 minutes sometimes!
