So I have been given a few of the old school type "rubber" pants (that's what my mom calls them ,lol!), they're just plain white. So I was wondering if I could sew some cute fabric on the outside of them to make them cuter, or would that affect the waterproofness?

The holes from sewing may cause leaks, but it might be worth a shot if you don't depend on the as your only covers. Drying once on hot might help to seal the holes, but I would only try with one.
Fleece and recycled sweater covers are really easy and cheap to make if you want cute stuff. Google "Katrina's soaker" for a great pattern.
