DD is MSPI and I have been milk and soy free for 2 weeks. If this isn't enough what is the typical next step? I am willing to do a full elimination. Should I do that before consulting an allergist? Are there tests that the pedi can do to help?

My pedi suggested I do a full elimination, or at least a protein elimination. He said that allergy testing is generally not done until at least six months, and often later, because allergy testing before that point is not terribly accurate.
Personally, I did a top 8 elimination diet (eliminated milk, soy, eggs, peanuts, tree nuts, fish, shellfish and wheat) for three weeks until all of my baby's symptoms were gone. I then re-introduced one new item every 4-5 days until I figured out his triggers.
I would call an allergist today and make an appointment, in the mean time i would eliminate the top 8 (plus sesame/tahini).
I know most allergist do not like to do tests on a baby so young but if you stress on her discomfort they might. My allergist said her youngest patient was only a few weeks old and she did a test on her.

I would definitely call today. Ask them if they do testing on a 3-4 month old. There are some there won't, but many pediatric allergists will. I remember when I called and my daughter was three months old. I was sobbing on the phone to the nurse. They were so sweet and easily fit me in. I agree with eliminating the top 8 in the meantime.
I would want to know a professional's opinion, so that is why I would definitely call to make an appointment.
