Just as an FYI, DD refused to wear the elastic kind (still does). She does like bows and hats now, although she didn't like those at first either. I wouldn't spend a whole lot of money on them until you find out if your LO will like them.
For DD #2 I might get one hat for her newborn pics, but then I'll wait and see if she likes them. There is a consignment store here that sells them (new).
FYI, I was in Walmart yesterday to buy myself some hair products, and they had a bunch of those elastic/crocheted looking headbands with all the little girl hair products. You can buy plain ones and then get your own flowers or whatever to clip on them. Of course I found this out after buying some from an etsy seller that was a bit of a nightmare. And I'm pretty sure she used the same headband that I saw in Walmart!
My step mom is VERY crafty and made all of our LO's. all she did was find fake flowers she liked and seperated the flower and stem (by either pulling them off the stem or cuting them) and took some ribbon folded it over to make a loop on the back and hot glued it. Then any clip holds it to the actual head band part.
I really hope my LO will wear headbands cause she made soooo many!! Good luck to you
