Tom Armas run big or small?

I forget.  I need a cow costume and I found one on ebay in 18-24 months size.  The twins wear 2T in most pants and 3T in most shirts, except for big cut places like Gymboree.  Not sure if I should go for it or not.

They run small.  My dd is 18-24 and I got her the 2t size and it just fits.
