Are they gender specific? I've known males and females of each.

traditionally, francis is male and frances is female but i also have known females named francis [h's grandmother is one]. i would use frances for a first name for a girl if i were using it.

I love Frances for girl...my sisters MN is Frances. Princess Dianas middle name is Frances...I think it's lovely!

Ditto all of this.  It also makes me think of a funny story.  My dad's MN is Francis but it has been spelled Frances on my birth certificate my entire life.  I had a heck of a time trying to change it.

DS2 is Francis. 

I definitely think that the Francis spelling for a girl looks like the parents hadn't done their research and gave their daughter a boy's name.
