Sidewalk chalk, bubbles (supposedly crayola has colored bubbles but I've not seen them in store - maybe amazon), a big bouncey ball for outside, and other outside stuff to enjoy the season.

Art stuff - a couple of water color packages and some nice water color paper (from an art store) in a small size (like 5x7), finger paints, washable markers, washable crayons, some construction paper, etc.
I like giving DOING gifts - something that helps the parents but also is fun for the kid and not excessively messy (or at least washes out).
I got my 2 yo nephews these pop tent/tube things that could be used inside or out. Just a box and attached tube thing to crawl though and play in. It was a Thomas theme from Target for like $25-30? Both of them loved it and still play in it (now 3 and 4yo).

Oh how could I forget fridge phonics (by leepfrog) it is $20 and they put the letter in and it tells you the name and the sound. My boys LOVE it and I Love it because it keeps them in one spot in the kitchen.
my kid would not do art projects, he's not even into crayons at all! he's all about trucks, trains, cars or planes. he could never ever have enough of those!
also, you could make a cute summer bucket/pail w/ a shovel and fill it w/ stuff like sunglasses, goggles, toy boat, bubbles etc....
