my best 'guess' would be social impairment is not understanding both verbal and non-verbal social cues.
shyness would be understanding social cues but not wanting to actually participate because of some anxiety/apprehension
Social Impairment is not knowing what to do. As in, not picking up on other people's cues and not knowing how to handle social situations in an appropriate manner.
Shyness is understanding all of the above but having anxiety or not wanting to do it.
