Margaret Peterson Haddix writes a series of books, the Shadow Children series (Among the Hidden is the first) about a time when parents are limited to a certain number of children and only allotted a certain amount of food and so on. It folows these "shadow children" as they have to live a life of secrecy because of all of the government control. I don't know if that helps or not!? They are good, get you thinking books.
