Things that have already happened this morning.
1) I discovered that my sewer pipes are connected to my neighbors.
2) My sewer pipe clogged last night and flooded this neighbor's basement.
3) The neighbor has a shut of valve for my water!
4) The neighbor shut off the water and will not turn the water back on even though I've offered to pay for a plumber to come unclog the pipe.
So I'm here with my DD, with no water. I bought this house 5 years ago (w/an inspection) and it was never disclosed to me that I shared sewer pipes with my neighbor or that he has a frickin' shut off valve for my water supply. This is completely nuts. To make things even more fun, he's completely unreasonable. I understand being angry about having sewer water in your basement but screaming at me for 5 minutes while I'm holding my daughter and not letting me get a word in isn't helping. DH is going to leave work to see what kind of solution we can come up with but this situation just seems unreal.

I called the city and they told me to contact an attorney.
I'm sorry, I hope your DH can help you resolve this issue with your neighbor. This same thing happened to me when I was 19 and first living on my own - except my basement was the one that flooded and ruined a bunch of my expensive horse equipment. Like yankee said, have you contacted the city about it? They may be able to provide some insight for you.
Maybe try code enforcement. The neighbor can't withhold water from you.
Do you still have your abstract of title? You need to call your title insurance if it's not included
Can you call the police? Not sure if they can do anything, but you do have a baby in this house and no running water... endangering the welfare of a child?

Yea, I have all of my title work and I will call the title insurance. Thanks for the information- I didn't even think about the title insurance. Stressful.
Police won't be able to do anything because it's a civil issue. I'd first start with code enforcement & a lawyer and then go from there.

Wow, that's frickin insane! The dude seriously won't turn your water back on, and he knows you have a LO? You need to get on the phone to a lawyer ASAP. I'd flip my sh|t if I were in your shoes, the police would inevitably become involved after I tried to throttle the guy.
