DD is on level 3's. She's been for a few weeks now. She was taking forever to finish a bottle and getting pretty bored with eating, so we decided to move up.
We are still on level 2 nipples. I remember DD would take forever to finish a bottle before we made the switch from 1 to 2, but I haven't seen a need to go up to a level 3.
PS...What hypoallergenic formula did you wind up going with? Nutramigen or Alimentum? Is he doing good on it?
I switched my DD over to 3s a few weeks ago because she was starting to refuse a bottle at the sitters. She'd drink about an oz. and then just start biting on the nipple and pushing it away.
I was nervous to switch over b/c lots of people report that babies then start refusing the breast. However, thus far, we've had no problems with that. She is now taking the bottle at the sitters again and is still nursing when we're together.

He is allimentum. It is expensive but amazing! He is like a different kid!

It is amazing! I remember when we first put DD on Nutramigen - I couldn't believe the change. I seriously thank my lucky stars everyday for that formula!
We are on level 3 and about to switch to level 4 (Avent). He loves his bottles and gulps it down in 5 minutes flat. (He weaned from bfing two months ago).
