day care question

Does anyone have experience with Play & Learn facilities in PA?  I toured  one today and I'm not sure I liked it - there was a screaming kid being changed, meanwhile the other 2 kiddies were sitting on bouncers.  In another room the care taker was sitting  on a rocking chair while 1 slept, 1 was in a bouncer and 2 others were sitting on a play mat with toys.  I was there at the end of the day, around 4.30 so not sure if this plays a role...

Also the room seemed pretty overcrowded with toys but I'm not sure if this is normal.

 In general - does this seem normal for a day care center?
