Soft soled shoes are best so we stuck with Robeez and Pedipeds until our kids were closer to 18 months and just carried them when it was wet outside.
If you feel you must have something with a harder sole then I would look for the most flexible shoe you can find. I like the Robeez Tredz, Pedipeds Flex and See Kai Runs for this. Stride Rite also has some flexible soled shoes. If you need less expensive options, any shoe will do as long as it fits correctly, with a little growing room and you are able to bend the sole a bit.
