I need to bring in lunch for a group of 12-25 month olds in a few days. I was thinking a mild chili, but the recipe I have has white beans,which I think may be too big and pose a choking hazard.
I just do a basic dump, dump stir chili. Chili beans, kidney beans, and pinto beans. Chili sauce, and a can of whole tomatoes that I chop up with some onions and then I add ground buffalo or beef. DD eats it all up. Whole beans and all. They are soft enough that they just mush in her mouth.

I would skip the beans in case there's any legume allergies. I make a mixed veg chili for DD with minced carrots, bell peppers, onions and potato- I also use ground venison because it's a little leaner. So long as you're doing it in really tiny pieces no one is even going to notice that it's full of veg and missing some of the other items. DH loves it and he's a stickler for his chili- we just add some extra kick to our portions because we need the heat! I love that it's a really easy way to get a huge veg portion into her.
I make veggie chili b/c I'm not big on ground meat. Saute onions bellpeppers in butter, season with garlic and add a drained can of black beans, 1/2 bag of frozen sweet corn, can or 2 of petite diced tomatoes, packet of low sodium chili mix and about a 1/2 cup of water! Simmer on low and serve. You could dice up some carrots and saute those in there too if you want.
The black beans are good protein and small enough for a toddler to eat
