double baby jogger city series or phil & ted?

I'm torn...  I like everything about the baby jogger... but I like how the phil and ted can be used as a single or double and is lighter and narrower.  But I don't like how there is no basket acces when you have the double seat attached. 
we haven't moved yet but we'll be on either staten island or the bay ridge area... but I want something I can use in manhattan when we go. 

what do you recommend?
