Over the next few days the weather will be moving from the chilly teens to the upper 40's lower 50's. If I bundle DS up will it be ok to take him for a walk? I would walk less than a mile and would like DS to get a change of scenery. What do you think?

Go for it!
We had our LO out in the teens (not by choice) but we did have her bundled up and she was good to go!
stroller or carrier? I'd take my bundled baby out in a carrier, snuggled close to my chest in this weather, but not all alone in a stroller. YMMV.
FWIW, I have walked my dog for an hour almost every day for the past month with my baby in her carrier -- she loves it. I do it no matter if the temps are in the 40s or in the 20s -- as long as it's not raining/sleeting/snowing. I bundle her up in her snow suit and stick her in her sleepy. She's against my chest the whole time.
