DH lost his job a few months ago so he is home with DD. We don't have a HUGE house and the Christmas tree does take up a good chunk of the living room but it's only for a few weeks...so having that said...
We have decided to turn our formal dining room (that we never use) into a playroom for DD. So DH is moving stuff around today (taking the dining room table out, etc.) and decided to move the tree into the dining room "to give us more room to open presents in the living room"! Don't you think you're supposed to open presents "around" the tree? DH is NOT getting it and I am furious. He doesn't understand what the big deal is. Am I overacting??

Yes you are overreacting in my opinion. He is just trying to make your living space more comfortable... that being said, since it is Christmas Eve Eve, I would think he probably could have left it alone for 3-5 more days.
So does he think you are going to put them under the tree and then move them all out into the living room on Christmas morning to open them, or just not even put them under tree?
I get your point of view on opening them around the Christmas tree!
No, unfortunately there's not enough room in the dining room.
