I like Burt's Bees and Grandma El's diaper creams. Everyone and their mother gave us rash cream while I was still pregnant. The only times Ds has actually gotten a rash have been irritation due to disposables, diarrhea (from being sick with a virus), and a food sensitivity. If you plan on using paper diapers for a while then I'd get some. Otherwise I wouldn't bother. You can always pick up BB.
Ditto PP, if you're going to use sposies, I would definitely recommend having some on hand. If you have a chance to get some now, I would...just so you don't have to rush out to get it if you need it. Don't stock up though, I still have the first two tubes (one for diaper bag and one for home) that I bought before Evan was born. With the CDs, we hardly ever have a use for it. With sposies for Eli, we applied it with most changes to ward off rashes.
I needed it after about a week. I would get it just in case. You dont want to have to run out if you need it. I Like CA Baby cream. You can get it at Target, Babies R Us, and Buy Buy Baby. (you can order it online too)

For CD safe creams CA Baby is my favorite by far. Grandma El's didn't work at all for us. I use it daily and go through a ton so I would say at least have one on hand. DS he has always pooped a lot and therefore gets a lot of rashes.

I use CA Baby and BB at night and really just as a skin barrier. DD gets a lot of rashes in the summer but it's only because of the heat after she's played outside so I put it in her before outside play and after just to prevent. I really didn't need it for the NB stage but used it a few times a day just as a barrier and moisturizer.

I like Earth Mama Angel Baby. We use it mainly to keep the little guy moisturized/ for rash prevention.
Using cloth dipes and cloth wipes (with just water) really lets the body keep itself balanced and lets the skin breathe. You won't have rash.
