I live in the San Francisco Bay Area, and am planning to spend holidays with some family up in the Tahoe area.
The elevation/altitude is 8,000 feet. Is it OK to bring my 6-week-old twin babies to that elevation, at this age?
If so, is there a particular method to bringing them to that elevation, via driving? i.e. stop at 4,000 ft for a half hour or so to acclimate? (I mean, we'll need to stop and feed at some point, that might be a good time to do it)

its perfectly fine to bring the babies up there... many babies are born there too....
since you are driving, there is no reason to stop at a certain elevation. You are going so slow that it won't matter... make sure you drink lots of water! the elevation can wear you out...
