clothes sizing help/?

I am a little confused... So Addison is in 18-24 now for the most part some things are still a bit big. she pretty much fits stuff right on par because she is skinny but tall. She is currently 25 lbs. 

Sooo for summer I got her some 18-24 and 2T... But like for next winter would she STILL be in 2T?

I wanted to pick up some stuff ahead of time but I'm thinking maybe it's a bad idea. Do they slow down that much that she'd really only be what like 5lbs more by this time next year? Maybe that's right?

DS is around 28/29 lbs, about 36 inches tall.  He can still fit into 18 month pants because he has no-butt-itis and is out of diapers.  I've found that he fits great in most 2T shirts now (except Carter's - they run bigger) but not the pants.  He can actually fit into pants that he wore last winter, but has started wearing  24 month pants.

Just based on how my LO grows, I would maybe get shirts/sweaters for next winter, but not pants.
