Ciara (pronounced Keer uh) is the original. Kira is a variant, and so is Kiera. Keira. Keira was made popular because of the actress of Pirates fame. I prefer Kira and Ciara, but I can see going either way.
And I don't really care for it (I have a think about K names), but I don't see anything wrong with a legit name. My guess is that Keira Knightly's parents didn't know how to spell it. Same thing happened to Shia LaBeouf.

It depends on how you want people to pronounce it, Kira or Keera. Kiera is normally key-ara.
Both are NMS, because of Keira Knightly, but if I had to choose I'd go with Kira.

if I saw Kira it would automatically say K-eye-rah (like somebody previously said rhymes with Tyra) I like Keira
and when I see Ciara I would say See-a-rah with a soft C not hard like K
