We are trying to incorporate family names William or Frazier in a name with Fisher. Do you like Fisher Frazier Shealy, William Fisher Shealy, or Fisher William Shealy better?
Fisher is not really my style (I am not a last name as first name kind of person), so I would vote for William Fisher, but if you do choose to use Fisher as a fn, please don't pair it with Frazier. Fisher Frazier is way too much together.
Fisher William. My cousin's son is named Fisher, and I remember we were all kind of "WHAT?!" when we found out. We're used to it now, but people are definitely going to give you a hard time about it.

Please don't use Fisher as the first name and I wouldn't combine Fisher and Frazier, its just too much.
