What are the symptoms? 

Nora spits up A LOT and by a lot I mean at least twice after every feeding and a substantial amount.   After feedings she SCREAMS if I lay her flat to change her diaper and immediately either spits up out her nose if I don't pick her up or she calms down if I pick her up and hold her upright on my shoulder.

I can't get her to sleep in her bassinet even with the (flamable) inclined sleep positioner.  I can only get her to sleep for long periods of time in her swing which is at a more dramatic incline or sometimes her bouncy seat or the never fail is upright on my chest.

The spitting up has caused gagging, coughing and nasal congestion which just makes it all worse.

Any thoughts or insights would be helpful.  TIA.

Josie spits up a lot, but isn't uncomfortable.  From what you've described, it sounds like reflux to me.  Just a random tidbit, a friend said to have the pharmacy flavor the medicine (I think she used grape)--she said it made worlds of difference in her daughter taking it.

Sounds like reflux to me. Evan had it and he would even stop in the middle of feedings just to scream. Also his poop was stringy/mucous-y.

It sounds like reflux.

Classic symptoms are being upset after feeding, arching back, screaming during/after feeds.  Andrew also spit up constantly, lots of it, through his nose, couldn't lay on his back...just as you describe.
