why can't i PIP

i want to AW my dog in his halloween costume but the bump won't let me  i keep getting a blue question mark every time i try.

I use tinypic.com

I upload the pic (choose Message board size) and then copy the link for "Layouts".  Click on the picture of the little green tree (next to the smiley face above this text box) and paste that link in the "Image URL" box.
