it all depends on what you want the simpler the design the less is costs same with the number of pictures... Mine were expensive because I chose a linnen finish and I had like 200+ announcements... Vista print and snapfish are the cheapest I have seen (under 1$ and as low as 60cents a card)
Shutterfly, Walgreens, TinyPrints, also check out Etsy, depending on how many you need you can get a great deal by spending $15 for someone to create the card for you and you can have it printed anywhere. (If you don't need many it doesn't work out to be any cheaper than ordering them from somewhere but if you need a ton it's definitely the best option IMO!)

I designed my own using Adobe photoshop, made it into a .jpg file and uploaded it to shutterfly like it was a 4x6 photo. If you join shutterfly for the first time you get 50 free prints.I only ordered 50 announcements and paid $3.25 in shipping.
If you don't have adobe there are free photo editing programs you can download. If designing your own isn't for you, then after uploading a photo to shuttefly you can edit the photo and apply a border (they have baby themed ones) or add captions to put announcement info on. If you can't get the info on the front you can put it in the message that you can have printed on the back.
And, if you create a share site on shutterfly they'll give you 30 more free prints.
