only pooping in the bath?

is this a phase?  or is this just something that Abby is testing out?  She tells me when she's going poopie as she does it, so we've started talking to her more about the potty. but 3 times this week, as she's bathing, she just sits and poops.  i've tried putting her on the potty before the bath, she sits on it for about 15-20 minutes and nothing happens.  but the minute she's in the water... yuck.  Is there anything I can do?  Or should I just continue putting her on the potty before and hope she goes at some point?
