There is a lot of "depends" to me. It would depend on how close I am to the person, what the importance of the name is to me, if I forsee us being friends forever, how close in age our kids are, etc.

Like PP said, there are just a lot of "it depends" with this situation.
It depends on how close we are...and how often we see each other. Also, do I see that friend or person in my life forever or just for a year or so?
For example, I'm living in the UK right now...but will only be here for 3 years. One of my neighbors has 3 kids (Phoebe, 1.5, Theodor, 3.5, and Edward, 5). Before we met her, we knew Edward was a possible name for any future boys...we see them a few times a month...but I do not foresee us staying friends after we move. And we've decided to name our DS2 Edward.
I don't see anything wrong with it even though we run in the same group of friends.
I agree with pp. There are a lot of factors to consider.
At one point for DS, we were thinking of the name Vincent (a family name), but one of my good friends has a 2-year-old named Vincenzo (nickname Vinnie). I told her we were thinking of the name, explained the family connection, and she said she'd be okay if we chose to name him Vincent. (In ended up being a non-issue, but I think she appreciated that I asked first).
It really depends on how strongly I felt about the name. DH and I have had our boy name picked out for 10 years now, so it's completely non-negotiable. I don't care who uses it, if we ever have a boy, this will be his name.
Girls' names, however, I don't feel as strongly about. We used "our" name with DD, so if there's a name on our short list that a friend uses before we have another daughter, it immediately gets taken off. This just happened with Penelope, actually. A friend who is due in December is using it. We're not super close, but I just don't see the point of keeping the name on our list since I'm still open to exploring other girls' names.
