Do you already have to have a Walgreens account or photos in Walgreens?  I just signed up for Walgreens but have never purchased/developed photos through them.  For some reason it's not letting me choose pictures.

You do you have to upload the pictures to your account first. So once you're logged in, I think you click on "My Photos" at the top of the page and then choose to "Upload Photos". Once you have your photos uploaded, you can click on Gifts > Prints > Collage Prints to get to the 8x10 collage choice and choose your photos.
