My son has a waist like a baby-snake. He is tiny. I try not to buy sets for him for this reason. He either looks like a goober with high-waters and a shorty-top OR his pants fall off his hips. Sometimes I'll just take in the waist a little. My baby is proving to be the same and I anticipate sticking to separates like I did for my son.

DS inherited my lovely affliction of having a super long torso and short legs so he always is at least one size smaller in pants. He's even rocking some 18-24 month pants with 3t shirts lately.
I've never bought sets for this reason. I would imagine it's more difficult for girls since the legging trend is so popular.
BD is in 2T shorts and 3T shirts. I'll get him into 3 pants (for length), but I have to use the Loop2Loop belts even if they have the elastic inside belt.
DD is short but still has her toddler belly. She needs a size 5 in length but a size up in the waist (6)...its a combo that rarely works for us. Or she needs an elastic waist which is really hard to find. Luckily, DD does great with "comfy pants" which are leggings and yoga style pants. She prefers them. I can buy sets but only if its these types of pants. I buy size 6 in shirts. She needs them for the width. DD wears a lot of dresses with leggings which she loves! Almost all of her school, shopping was done at Kohl's or Old Navy.
