So mad at my sister's ob: Part 2

This is a repost from TTTC.  I posted a month back about how my sister does not O on her own and got pg on round 3 of clomid with her DS.  They started ttc again 4 months ago and her ob put her back on clomid right away without sending her to an RE to find out why she doesn't O on her own. Her ob doesn't monitor her and tells her to have sex around cd14.  My sister doesn't chart even though I've encouraged her to do so, and she just texted me to say that her progesterone levels were only 7.2 on her 4th round of clomid.  She has a referral to an RE, but what can they even do for her now besides IVF?  I know they couldn't afford IVF since my sis tells me that my BIL is nervous about the costs of just being seen by a fertility specialist.  I'm so scared that her ob blew my sister's chances of having another child.  Am I over-reacting?  Are there other ways to get someone to O besides clomid?
