It is you that works for the BMV, right? I am planning on selling my car but I want to make sure I cover my bases legally. I own it outright so I have the title and everything. Can you give me a run down of how I transfer ownership? I am on the BMV website but I can't find anything...

If you have the title all you need to do is sign over the title on the back and have the new owner sign as the purchaser and put the purchase price on the back of the title. Since there are no liens on the car you don't need to get a release letter from a lienholder. Its actually pretty easy.
If you are trading it into a dealer same goes you just have to sign the back but make sure that the purchase amount is the same amount they give you as trade in value.
