A lot depends on what kind of system you want to go with. After a lot of research I decided to go with a system where I wouldn't have to worry about replacing valve rings. Mine is a metal on metal system. This is what I have. I know it is also what Glad uses.
Ditto pp that you only need a pressure canner if you are going to do low-acid foods. The tools that come with that set look nice and it looks like it would work. I think you could find a much better deal though. I know a lot of people here think they're the devil, but I got mine at Walmart. I like it because it's 16 quarts instead of 10 so I can fit more jars in at once. I also got a simple set of tools (the same pictured with your link) made by Ball for under $10. Nearly half the price. I'm sure somewhere like Amazon would have similar deals.

IT depends on what you are making. You only need a pressure canner if you are doing low acid vegetables like green beans.
You can get by with a water bath to do jams/pickles/tomatos and maybe fruits.
