Who shuts the water off without telling the neighbors?

I hate the condo complex I live in.  I like my place well enough but the people here are a bunch of self centered idiots.  One of the units is having work done on their place.  I just go to turn on the water and nothing.  Seriously?  So I go outside and they had to quickly turn the water off for 5 minutes for something they're doing.  Fine.  But f*cking tell me you're going to turn the water off.  That's just common courtesy for the people that use the water too.  What if I had been in the shower like I normally am at that time?  Ugh.  They just frustrate the hell out of me.  Vent over.
